1. (a) A provider may not charge any taxes or fees to users of inmate calling services for, or in connection with, intrastate calls, except for the following:

   1. (1) Authorized fees.
   2. (2) Mandatory taxes and fees.

2. (b) Any:

   1. (1) authorized fee; or

   2. (2) mandatory tax or fee;

      passed through to consumers for, or in connection with, intrastate inmate calling services may not include a markup, unless the markup is specifically authorized by a federal, state, or local statute, rule, or regulation.
