As used in this chapter, "rental agreement" means a written contract:

1. (1) that authorizes a renter to use a vehicle made available by a rental company for a period of thirty (30) days or less;
2. (2) under which a charge for use of the vehicle is made at a periodic rate; and
3. (3) under which title to the vehicle is not transferred to the renter.
