This article does not apply to the following:

1. (1) Government agency towing.
2. (2) Seizure towing.

3. (3) Towing performed by, on behalf of, or under contract with:

   1. (A) an automobile club;
   2. (B) a car dealership;
   3. (C) an insurance company; or
   4. (D) a customer under a consensual towing agreement.
