1. (a) The council consists of the following members:

   1. (1) The governor.
   2. (2) The lieutenant governor.
   3. (3) The commissioner of the department of workforce development.
   4. (4) The secretary of commerce.
   5. (5) The state superintendent of public instruction.
   6. (6) The commissioner of the commission for higher education.
   7. (7) The secretary of the family and social services administration.
   8. (8) The president of Ivy Tech Community College.
   9. (9) One (1) member representing manufacturing in Indiana appointed by the governor.
   10. (10) One (1) member representing the business community in Indiana appointed by the governor.
   11. (11) One (1) member representing labor in Indiana appointed by the governor.
   12. (12) One (1) member representing the life sciences industry appointed by the governor.

   13. (13) Two (2) members of the house of representatives appointed by the speaker of the house of representatives. The individuals appointed under this subdivision:

       1. (A) may not be members of the same political party; and
       2. (B) serve as advisory nonvoting members of the council.

   14. (14) Two (2) members of the senate appointed by the president pro tempore of the senate. The individuals appointed under this subdivision:

       1. (A) may not be members of the same political party; and
       2. (B) serve as advisory nonvoting members of the council.
2. (b) If a vacancy on the council occurs, the person who appointed the member whose position is vacant shall appoint an individual to fill the vacancy using the criteria in subsection (a).
3. (c) A member of the council appointed by the governor, the speaker of the house of representatives, or the president pro tempore of the senate serves at the pleasure of the appointing authority and may be replaced at any time by the appointing authority.
