"State provider" means any of the following:
- (1) A state agency (as defined by IC 4-13-1-1 (b)).
- (2) A state educational institution eligible for funding under IC 21-12-8-9 .
- (3) A school corporation (as defined by IC 20-18-2-16 (a)), including a charter school (as defined by IC 20-24-1-4 ).
- (4) A body corporate and politic created by statute.
