"Employment social enterprise" means a nonprofit or for-profit organization that:

1. (1) provides:

   1. (A) transitional employment; and

   2. (B) social support, including on-the-job and life skills training;

      to individuals with a barrier to employment, as defined in Section 3(24) of WIOA (29 U.S.C. 3102(24));

2. (2) uses evidence based practices and data driven policies to inform decision making, implement procedures, and measure outcomes; and

3. (3) does one (1) or more of the following:

   1. (A) Provides services.
   2. (B) Produces goods.
   3. (C) Assembles goods.
