The department may establish a reemployment skills training pilot program to supplement an individual's receipt of weekly unemployment benefits for each week of unemployment that the individual is:

1. (1) eligible for unemployment benefits; and
2. (2) making satisfactory weekly progress toward a training program approved under this chapter.
