The department has the power to:

1. (1) administer oaths and affirmations;
2. (2) take depositions; and

3. (3) issue and serve subpoenas that compel:

   1. (A) the attendance of witnesses; and

   2. (B) the production of books, papers, correspondence, memoranda, and other records;

      as necessary for the department to administer this chapter.
