A contractor or subcontractor proposing to convert a residential property from heating oil to another heat source shall inform the property owner of the requirements of this chapter and include in a contract for labor and materials the cost of:

1. (1) properly removing and disposing of all flammable or combustible liquids from a heating oil tank; and

2. (2) either:

   1. (A) removing an outside filling pipe; or
   2. (B) permanently securing the tank against accidental filling.
