The fund shall be held, managed, controlled, and invested in accordance with:

1. (1) 7 U.S.C. 301 et seq.;
2. (2) the acts of Congress that are amendatory or supplemental to 7 U.S.C. 301 et seq.; and

3. (3) this chapter.
