Based on the demand for enrollment in the identified courses and the resources available to eligible institutions, the identified courses may be offered through:

1. (1) onsite instruction;
2. (2) telecommunication; or

3. (3) a combination of methods described in subdivisions (1) and (2);

   at on-campus or off-campus sites.
