"Repair and rehabilitation project" means a project to do any of the following:

1. (1) Repair, rehabilitate, remodel, renovate, reconstruct, or finish existing facilities or buildings, or both, or take any combination of those actions.
2. (2) Improve, replace, or add utilities, fixed equipment, or both, or take any combination of those actions.

3. (3) Perform site improvement work without substantially changing the exterior dimensions of existing facilities, buildings, or any combination of facilities and buildings.
