1. (a) A state educational institution may:

   1. (1) negotiate:

      1. (A) a loan;
      2. (B) a line of credit; or
      3. (C) any other credit facility; and

   2. (2) issue a note for a credit facility;

      with any institution or entity on the terms and conditions that the state educational institution determines.

2. (b) A state educational institution may make the determinations under this section by:

   1. (1) the adoption of a resolution; or

   2. (2) the approval of an agreement between the state educational institution and the institution or entity.
