Ind. Code § 21-23-4-2
Board; election of officers

The board of trustees shall:
- (1) at their first meeting after appointment;
- (2) every two (2) years thereafter; and
(3) whenever a vacancy occurs;
elect by ballot a secretary and treasurer.
