The board of trustees shall meet at Ball State University in January of even-numbered years and organize by:

1. (1) electing from their membership:

   1. (A) a president;
   2. (B) a vice president;
   3. (C) a secretary; and
   4. (D) an assistant secretary; and

2. (2) appointing a qualified person who is not a member of the board of trustees to serve as treasurer.
