The commission consists of fourteen (14) members appointed by the governor as follows:

1. (1) Each member must be a citizen of Indiana.
2. (2) Each congressional district must be represented by at least one
3. (1) member who resides in the congressional district.
4. (3) One (1) member must be a student.

5. (4) One (1) member must be a full-time faculty member of a state educational institution.
