As used in this chapter, "project student" means an individual who:

1. (1) is an Indiana resident;
2. (2) has previously enrolled in a postsecondary educational institution;
3. (3) has not earned an associate or baccalaureate degree; and
4. (4) is not currently enrolled in a postsecondary educational institution.
