1. (a) This chapter shall be liberally construed to effectuate the purposes of this chapter.

2. (b) This chapter may not be construed as requiring:

   1. (1) municipalities;
   2. (2) redevelopment commissions; or

   3. (3) redevelopment districts;

      to participate in any federal cooperation or grants.
