The state board shall adopt rules under IC 4-22-2 concerning:

1. (1) the criteria and priorities for awarding grants and advancements under this chapter;
2. (2) the terms and conditions of advancements made under this chapter; and

3. (3) any additional matters necessary for the implementation of this chapter.
