As used in this chapter, "qualifying educational expenses" means:

1. (1) tuition, fees, or expenses required to attend an eligible training program;
2. (2) fees, books, supplies, and equipment required for courses of instruction in the eligible training program; and
3. (3) any other training or educational expenses approved by the governor's workforce cabinet.
