To carry out the purposes described in section 2 of this chapter:

1. (1) assessment reporting for assessments developed under this chapter must be:

   1. (A) reliable;
   2. (B) accurate;
   3. (C) user friendly; and
   4. (D) timely;
2. (2) the statewide assessment program must help students understand their college and career readiness; and
3. (3) the statewide assessment program must hold schools accountable for preparing students for college and careers.
