As used in this chapter, "program organizer" means the following:

1. (1) The governing body of a school corporation that establishes an alternative education program described in section 5(a)(1) of this chapter.

2. (2) The governing bodies of each of the school corporations that:

   1. (A) participate in an area alternative education program described in section 5(a)(2) of this chapter; and
   2. (B) take an official action under this chapter by adopting substantially identical resolutions.

3. (3) The governing body or administrative body of an area alternative education program described in section 5(a)(2) of this chapter.
