Ind. Code § 20-28-1-2

"Applicant"

"Applicant" refers to an applicant for:

  1. (1) a new license;
  2. (2) a renewal license;
  3. (3) a substitute teacher certificate; or

  4. (4) a transition to teaching license;

    issued by the department.
