Not later than December 31, 2025, the alliance shall submit the school facilities and transportation implementation plan to the following:

1. (1) The secretary of education.
2. (2) The board.
3. (3) The mayor described in section 2(b)(2) of this chapter.
4. (4) The legislative council in an electronic format under IC 5-14-6 .
