The purpose of the program is to make grants and loans to charter schools for the purpose of:

1. (1) constructing;
2. (2) purchasing;
3. (3) renovating;
4. (4) maintaining;
5. (5) paying first semester costs for new; and

6. (6) reducing common school fund debt for;

   charter schools.
