1. (a) A consolidation or reorganization of a school corporation does not become effective until the consolidation or reorganization is approved by the state board.

2. (b) Except to the extent set forth in subsection (a), this chapter shall be construed as being supplemental to all laws appertaining to public schools in Indiana.
