The general assembly finds that provisions of this chapter:

1. (1) are necessary to address unique issues faced by the Muncie Community school corporation;
2. (2) are necessary to take advantage of the relationship between Ball State University and the Muncie Community school corporation; and
3. (3) are not precedent for and may not be appropriate for issues faced by other school corporations.
