Not later than November 1, 2028, the department shall do the following:

1. (1) Prepare a report that includes the following:

   1. (A) A summary regarding the:

      1. (i) school corporations and schools participating in the pilot program;
      2. (ii) implementation of the pilot program by each local board;
      3. (iii) results and outcomes regarding the pilot program; and
      4. (iv) implementation plans submitted by the local boards under section 8(b) of this chapter.

   2. (B) Any recommendations regarding:

      1. (i) legislation or procedures to further carry out the purposes of this chapter and an implementation plan submitted under section 8(b) of this chapter; and
      2. (ii) whether to extend the pilot program to additional applicants.
   3. (C) A plan to adopt best practices from the pilot program statewide.

2. (2) Submit the report to the legislative council in an electronic format under IC 5-14-6 .
