The department:

1. (1) may adopt rules under IC 4-22-2 to implement this chapter; and

2. (2) shall adopt rules under IC 4-22-2 regarding the following:

   1. (A) Distribution of award amounts under this chapter.

   2. (B) Prioritizing grants for the purposes described in section 6(1) and 6(2) of this chapter.
