The referral system must:

1. (1) be capable of identifying the available public school teaching positions within Indiana;
2. (2) provide the pertinent information on individuals who are seeking employment as teachers; and

3. (3) be accessible to school corporations, teachers, prospective teachers, and state educational institutions.
