As used in this chapter, "eligible school" means a:

1. (1) public school, including a charter school (as defined in IC 20-24-1-4 );
2. (2) state accredited nonpublic school; or

3. (3) nonpublic school accredited by a national or regional accreditation agency that is recognized by the state board.
