1. (a) The panel consists of the following members:

   1. (1) The member of the state board appointed under IC 20-19-2-2.2 (a)(3).
   2. (2) The member of the state board appointed under IC 20-19-2-2.2 (a)(4).
   3. (3) The chairperson of the education standing committee of the house of representatives.
   4. (4) The chairperson of the education and career development standing committee of the senate.
   5. (5) One (1) member representing business appointed by the member described in subdivision (1), in consultation with the Indiana Chamber of Commerce.
   6. (6) One (1) member representing industry appointed by the member described in subdivision (2), in consultation with the Indiana Manufacturers Association.
   7. (7) One (1) member from the commission for higher education, appointed by the commissioner of the commission for higher education.
   8. (8) One (1) member from Ivy Tech Community College whose responsibilities include workforce alignment, appointed by the president of Ivy Tech Community College.
   9. (9) One (1) member from Vincennes University whose responsibilities include workforce alignment, appointed by the president of Vincennes University.
   10. (10) One (1) member who is a school superintendent selected by the member described in subdivision (1).
   11. (11) One (1) member who is a school principal selected by the member described in subdivision (2).
   12. (12) One (1) member who is a career and technical education director selected by the member described in subdivision (1).
   13. (13) One (1) member who is a teacher selected by the member described in subdivision (2).
   14. (14) Two (2) members appointed by the governor.
2. (b) The members described in subsections (a)(1) and (a)(2) shall serve as co-chairpersons of the panel. The panel shall meet upon the call of the co-chairpersons. A quorum of members is required for official action of the panel.
