The commission consists of the following fifteen (15) members:

1. (1) The lieutenant governor or the lieutenant governor's designee.
2. (2) The chief justice of Indiana or the chief justice's designee.
3. (3) The secretary of state or the secretary of state's designee.
4. (4) The secretary of education or the secretary's designee.
5. (5) One (1) legislative member appointed by the speaker of the house of representatives.
6. (6) One (1) legislative member appointed by the minority leader of the house of representatives.
7. (7) One (1) legislative member appointed by the president pro tempore of the senate.
8. (8) One (1) legislative member appointed by the minority leader of the senate.

9. (9) The following members appointed by the governor:

   1. (A) One (1) member representing the Indiana Bar Foundation.
   2. (B) One (1) member representing a nonprofit organization that has expertise working with urban youth.
   3. (C) One (1) member who is a superintendent of a school corporation.

   4. (D) Two (2) members who:

      1. (i) are teachers; and
      2. (ii) hold a teaching license in social studies, history, or government.
   5. (E) Two (2) members representing teacher preparation programs.
