Ind. Code § 20-18-2-17.5

"Science of reading"

As added by P.L.243-2023, SEC.1 and P.L.245-2023, SEC.1.

"Science of reading" means a vast, interdisciplinary body of scientifically based research that:

  1. (1) requires the explicit, systematic inclusion of the following five (5) essential components:

    1. (A) Phonemic awareness.
    2. (B) Phonics.
    3. (C) Fluency.
    4. (D) Vocabulary.
    5. (E) Comprehension;
  2. (2) is supported by evidence that informs:

    1. (A) how proficient reading and writing develop;
    2. (B) why some students have difficulty with reading and writing; and
    3. (C) how to effectively assess and teach reading and writing to improve outcomes for all students; and
  3. (3) has a demonstrated record of success, and when implemented, leads to increased student competency in the areas of:

    1. (A) phonemic awareness;
    2. (B) phonics;
    3. (C) reading fluency;
    4. (D) vocabulary development;
    5. (E) oral language skills;
    6. (F) reading comprehension; and
    7. (G) writing and spelling.
