The task force shall:

1. (1) issue a report setting forth the determinations and recommendations it makes under this chapter; and

2. (2) not later than December 1, 2023, submit the report:

   1. (A) in an electronic format under IC 5-14-6 to the executive director of the legislative services agency for distribution to the members of the general assembly; and
   2. (B) to the governor.
