1. (a) The task force shall study the following issues:

   1. (1) The process by which an agency adopts an administrative rule.
   2. (2) Fees, fine structures, and other items related to revenue streams that are set forth in administrative rules.
   3. (3) How the issues described in subdivisions (1) and (2) compare to other states.
   4. (4) Any other issues related to administrative rulemaking, as determined by the task force.
2. (b) The task force may request information or testimony from department or agency heads, or the designee of a department or agency head, as determined necessary by the task force.
