1. (a) The host committee may:

   1. (1) receive and accept gifts, grants, and contributions;
   2. (2) enter into contracts necessary or incidental to the performance of its duties;
   3. (3) authorize NCSL to serve as the host committee's fiscal agent;
   4. (4) authorize the state coordinator, if any, to execute a contract or contracts on its behalf; and
   5. (5) do all other things necessary and proper to perform its duties.
2. (b) The host committee shall exercise the powers listed in subsection (a) in a manner that is consistent with its role as an agent for NCSL and the guidelines established by NCSL for its Legislative Summits.
