1. (a) The council consists of the following twenty-two (22) members, who must be at least sixteen (16) years of age and not more than twenty (20) years of age at the time of appointment:

   1. (1) Five (5) members appointed by the president pro tempore of the senate.
   2. (2) Five (5) members appointed by the minority leader of the senate.
   3. (3) Five (5) members appointed by the speaker of the house of representatives.
   4. (4) Five (5) members appointed by the minority leader of the house of representatives.
   5. (5) Two (2) members appointed by the governor.
2. (b) The members of the council shall be selected so as to give representation to the various geographical areas of Indiana.
3. (c) The members of the council shall annually elect a chairperson of the council from among the members.
4. (d) Members of the council shall serve for a two (2) year term and may be reappointed.
5. (e) The appointing authority may remove an appointed member of the council for cause. Cause includes the failure to attend at least two
6. (2) meetings within a one (1) year period.
