1. (a) An ethics committee consists of the following:

   1. (1) Three (3) members appointed by the presiding officer.
   2. (2) Three (3) members appointed by the minority leader.
2. (b) The presiding officer shall designate a member of the ethics committee as chair of the committee. The presiding officer, upon the recommendation of the minority leader, shall designate a member of the ethics committee as vice chair of the ethics committee.
