A person may not possess or use a legend drug or a precursor unless the person obtains the drug:

1. (1) on the prescription or drug order of a practitioner;
2. (2) in accordance with section 11(a)(2) or 21 of this chapter; or

3. (3) in accordance with rules adopted by the board of pharmacy under IC 25-26-23 .
