An ordinance, a bylaw, or a rule of:

1. (1) a county;
2. (2) a city;
3. (3) a township;

4. (4) a department, a board, or an agency of a:

   1. (A) county;
   2. (B) city; or
   3. (C) township; or

5. (5) any other political subdivision or agency of the state;

   concerning matters listed in section 1 of this chapter is void, regardless of when enacted.
