The state department shall do the following:

1. (1) Prescribe the information to be contained in each kind of application, certificate, report, or permit required by this article.

2. (2) Adopt rules under IC 4-22-2 for the following:

   1. (A) Collecting, transcribing, compiling, and preserving vital statistics.

   2. (B) The form, execution, filing, and recording of paternity affidavits executed under IC 16-37-2-2.1 .
