The superintendent of the home, subject to the approval of the state health commissioner:

1. (1) has charge and management of the home;
2. (2) shall direct the care, education, and maintenance of the children of the home; and

3. (3) is the chief appointing authority for all employees necessary to properly conduct and operate the home.
