As used in this chapter, "applicant" means a nonprofit organization that:

1. (1) is exempt from federal income taxation under Section 501(c)(3) of the Internal Revenue Code;
2. (2) is registered as a maternity home under IC 16-26-1 ; and

3. (3) applies to the state department for a grant from the fund for the purpose of expanding, creating, or improving a maternity home.
