Any child:

1. (1) less than sixteen (16) years of age;
2. (2) having a legal settlement in any county of Indiana; and

3. (3) either:

   1. (A) afflicted with a defect, disease or deformity, presumably curable or improvable by skilled medical and surgical treatment; or

   2. (B) needing special study for diagnosis;

      may be admitted to, treated at, and discharged from the hospital under the rules and regulations adopted by the management of the hospital and approved by the board of trustees.
