A city may do the following:

1. (1) Appropriate money to the hospital for support and maintenance.
2. (2) Aid in the support of the hospital by the levy and collection of a special tax, not exceeding two and thirty-three hundredths cents ($0.0233) on each one hundred dollars ($100) valuation of the taxable property of the city.

3. (3) Give other aid and support in the maintenance of the hospital in the manner that the city fiscal body considers proper.
