As used in this chapter, "hospital":

1. (1) means a hospital (as defined in IC 16-18-2-179 (b)) that is owned, operated, or managed by a municipality or political subdivision within the territorial jurisdiction of the corporation created by section 6 of this chapter; and

2. (2) does not include state or federal owned or operated hospitals.
