As used in this chapter, "administrative adjudication, decision, or order", means the administrative investigation, hearing, and determination of issues or cases applicable to a person, including the following:

1. (1) Revocation or suspension of a license or permit.

2. (2) Discharge of an official or employee, if that official or employee may only be discharged for cause.
