The board of each city health department shall do the following:

1. (1) Investigate the existence of any contagious or infectious disease.
2. (2) Adopt measures, not inconsistent with the rules of the state department, to arrest the progress of contagious or infectious disease.

3. (3) Make all necessary sanitary and health investigations and inspections.
