1. (a) The state department shall, in order to protect the public health, establish a program to certify individuals as qualified inspectors to perform decontamination of a site that has been contaminated by the illegal manufacture of controlled substances.

2. (b) The state department shall do the following concerning qualified inspectors:

   1. (1) Adopt rules under IC 4-22-2 concerning the following:

      1. (A) Training, testing, and certification of qualified inspectors to perform decontamination on sites that have been contaminated by the illegal manufacture of controlled substances.
      2. (B) The inspection and remediation of sites used in the illegal manufacturing of a controlled substance.
   2. (2) Maintain a list of individuals certified as qualified inspectors.
   3. (3) Remove individuals who no longer meet the certification requirements from the list described in subdivision (2).
